More cops in cars ?

This is my first post here, of course I already read a lot of discussions on this forum but I never really saw the interest to register here.

But now I have a question and I saw an opportunity to join a community on my favorite game ever

 

Enough useless reading, so my question was : How can we increase the number of cops in their cars ? So we could be

 

Because me for example, I come from france and I modded a dispatch (and the cars ..) for an unmarked unit. But they always come with 2 cops in one car.

I tried to search where this could be configured but I didn't found anything.
