Peyote Plant Glitch

I've searched endlessly for the last peyote plant in this game. I've done the trick where you save your game at Raton Canyon and reload (it's supposed to respawn there?) and still nothing. I have neatly 100% completion with my game and I really don't want to start over becaused of one peyote plant. I KNOW I have revisited every spot for it, but it just won't appear. Is there anything I can do, at all? This is for the PS4 version, by the way.
