They develop the game code in a platform-agnostic way, and then adapt it to the systems they're developing it for. In Rockstar's case, this is visible in the PS3 "leaked" build logs, as almost all their builds are for "ALL" platforms, with the exception of some specific patch builds for PS3 or Xbox, and the bug logs include PS3, Xbox and PC, and even "emulated" builds.
