Get a hold of a fire truck and go to either the jewerly store or the medical store in downtown. Aim the water cannon at the clerk at shoot him with it. Eventually he will be through the wall and appear outside of the store. Its funny just seeming him stand their. I also got a packer and backed it up to him but he doesnt go up the ramp.
