Not sure about morning, but I think that Denial of Service is time-locked at 12:00 noon, which my friends and I used for farming modded Sandkings.

Time locked missions are only evening or midday, 12 noon or 9pm.

 

The 12 noon ones are Denial of Service, Time to get Away and Chopper Tail. Effin' Lazers may be also as I can only recall doing that in daylight (it may be just the way it's worked for me so correct me if I'm wrong on that).

 

Some missions you can set the time of day to though. Things like Coveted or Crystal Clear out 3 (the missions that are marked with a star on the map). They appear at certain times of day but can be set to morning, noon or night to suit you. The time isn't locked though.

Maybe OP could create a GTA race and set the time of day? And then do the race solo, so time is locked where he wants?
