All_Vice_City Posted February 17, 2003 Share Posted February 17, 2003 you can fly underneath Vice City, and thats includeing the water, and you can make it so everything is invisable besides you, hidden packages, and rampages. That was in Liberty, when Sonny and the boys are talking. The Bistro is located on Stauton Island... cant remember where, I do remember doing some taxi missions in GTA3 there, though.
