Does OpenIV REALLY need encryption_key.bin File?

I just installed OpenIV for a retail, legitimate version of GTA V, and because whoever made hard drives for Mana 136 computers assumes you'll be using the 2TB E: drive, I've had to avoid installing GTA V on the C: drive. Now for some potentially stupid reason, it says that it can't find an encryption_key.bin file, which means because of ONE file, I can't even use OpenIV. This might be down to the E: drive malarkey, but even still, help?

When you run OpenIV make sure you click on "Windows" button under GTA V. OpenIV does not require encryption_key.bin for PC version, it is required to work with xbox 360 or PS3 versions.
