Can Steam Shark Cards used on non-Steam GTAO?

I wanted to ask if we can purchase Shark Cards from the Steam store and use them on the non-Steam GTAO? It doesn't really make sense that there's a Steam and a non-Steam version even though both games are the same and players of both can connect to the same server.

If I remembeŕ correctly, the steam shark cards are automaticly redeemed on purchase.

 

Correct me if I'm wrong tho.
