Manny just used that as an opportunity to get famous. Makes much more sense when you look at them together in Street Sweeper and why Francis is there in the first place. Manny knows the streets, and he was probably sending henchmen/killers to do the dirty work while being filmed in order to get famous (or as a way to cover things up maybe), hence why he decided to let Niko take over the job when Malorie introduced him as he needed money badly. slimeball supreme Posted March 24, 2016 Share Posted March 24, 2016 (edited) Or maybe he's a highly regarded public figure with the key to the city, a massive stake in helping the city, a documentary undergoing filming, a community outreach center, and much more? He's already supporting kids in the hood trying to get into sport, so if he's sponsoring athletes he must be important. You can find this newspaper as decoration in the more run down parts of the city, especially the crack den in Schottler used in the mission 'Blow Your Cover'. Francis, deep down, wanted to help the city. Manny was starting a massive project to clean up the streets, and has been for years. It's only logical that Manny would get support from the LCPD. But the idea of being used as a pawn just seems absurd to me. His vigilantism was only really brushed on, but as far as I could tell, he was doing the dirty work until Niko came along. I mean, damn, the guy even used Niko in Escuela of the Streets and made out that Manny got rid of the dudes in the warehouse. "Manny is on the scene and the police aren't even here yet." You can see that Francis is just reading a script that Manny made up, especially when he speaks. "Keep doing what you're doing!" He seems embarrassed to be there.
