When does Vespucci Beach street race unlock?

I asked because I am doing a no-innocents-killed play through, or seeing how far I can go without killing any with Franklin and Michael at least.

 

I am at 14.47% gameplay complete with no innocents and 10 kills total (Repossession mission). I have done everything there is to do for franklin, including haircuts and hanging with lamar after every mission between last hang out. I only have the S for Simeon's mission to take jimmy's car back left to do.

 

I waited from 22:00 to 02:00 and it never came, so I saved, went to Simeon's mission, and on the way back to the dealership when mike woke up, i rear ended someone and they died.

 

So, I went ahead and saved 2 times to get back to about 22:00 and waited, still no race.

 

Does this race stay locked until after the jimmy repo?

 

Again, I have done all else, including all the other races - paparazzi, tonya, all done so far as they can be, but i know I can't buy the tow until later, and I won't see Beverly for a while either - is this normal? Do I just need to progress then the bike race will unlock later? thanks in advance.

sorry for double post, but to be sure you know it's solved:

 

I went and took lacey jonas home and a few minutes later has texted me about a bike race tonight. So, that's cool! Either it was map coverage or maybe just because I completed something, but still don't have to move on to michael yet, cool.
