[SA] Animating objects

Hi,

I just wanna ask is there a way to animate objects (not peds) in GTA San Andreas, such as the spinning radar at the airports?. I tried adding animation to DFF files, but I don't know how to get the animation to play in the game. Any help is appreciated!
