How do you unlock online missions like lamar from other gta 5 characte

You can phone up Martin, Ron, Lester & Simeon (maybe Trevor too, can't remember) and request a job from them or you can play missions by selecting which one you want in the pause menu > jobs > play job > Rockstar created > missions. There is also a quick job application of your phone where GTA:O will find a random contact mission for you with other players in it.

The above advice is correct but make sure you've completed the Tutorial, if you've skipped this you will have to join a Quick Job

to gain access to the missions through your phone and the jobs menu.

 

Quick joining Out of Court Settlement for Martin, Romance isn't Dead for Ron, Rockford Roll for Simeon, Cops Capacity for Lester

and Meth'd Up for Gerald, Trevor and Lamar randomly send you can only play their missions once added to the jobs menu.

to me it sounds that you are a beginner with a low level.

if this is the case you have to level up to unlock the contacts and further missions.
