What is weird though, is that a while back I shot some AI chump on a beach, and got three stars for it:

The cops definitely have tear gas. It happens with a Four Star Wanted level.

And they wield dildos at five stars. You just have to look out for them.

That has happened to me as I was requesting a car. Had no stars or anything. I was on the motorway leading up to the Base, though. I then had to go through that cooldown timer because of that.

You do not have to have stars for that crazy NPC Jet to continuously circle around and destroy you...

Strange, because I never even accessed the base, nor did anybody else at the time. It should be in the base, not flying around aimlessly.

Free roam. I was running from a 3 star and I jumped a river and was immediately hit by an RPG. No other player was anywhere near me.

Positive. I was in a police car and I jumped a river. Landed on my wheels. The game said "You died." That was it.
