What determines a "personal vehicle"?

I've been wondering this for a while now--what criteria determines which "personal vehicle" is delivered to you in the "Request Personal Vehicle" interaction menu?

Your last used vehicle with a tracker on it that has not been destroyed or sold since last it was used, abandoned, or placed in your garage, including bicycles, is marked as your active personal vehicle. That is what is delivered to you when you use the interaction menu.

Or you could simply say your PV that is currently outside of your garage, on the streets.

If it shows a car icon on your minimap, it's a pv. You need a tracker to classify it as your own vehicle.
