The GTA 5 in-game alert noise.

It's the sound my Siberia headset makes when I adjust the headset or flick the metal. My imagination or sound design choice? Does this count as an Easter Egg? Set my twisted mind at ease, I can't handle it bro.

This seems like a common issue with your mic model, go on the properties, then go to "levels" tab and turn the "microphone boost" to 0.0 db.

In that case, my girl noticed when she started playing GTA that there's a similar sound in League of Legends in Online, when you unlock new gear when you rank up. Maybe they modify sound clips. Do you have any way to record the sound clip from your headset? This is intriguing because even I've noticed some sounds that are familiar when I first started playing Online in 2013.
