At many cars position of too very low or high
Where can I fix this parametr at handling. Meta or at vehicles meta files? Which parametr should I chenges?

In vehicles.meta look 30 lines down from the vehicle model name and find this line:

 

<PovCameraOffset x="0.000000" y="-0.150000" z="0.655000" />

 

The z axis handles the height of the camera. The line above is for the Coil Brawler and these images are a good example...

 

left to right z="0.655000", z="0.805000", z="1.155000", z="1.655000"

 

 

The camera height also applies to the phone, so you won't see it if you set the camera too high.
