It's GTA3's Liberty City but with some stuff carried over from SA (which was released a year before) which was more developed than GTA3 (new guns, side-missions and vehicles - special mention to motorcycles.) It's available for iOS and Android (with much better textures, shading and lighting) so you can carry in your pocket if you don't have its original consoles (PSP and PS2).
