Is it still possible to modify street vehicles and allow others to insure it? Have a low level friend who wants a fully modded car.

I figured you could as long as you didn't purchase the car marking or insurance for it.

It says "this vehicle has already been modified by another player" or something like that

I tried that once a long time ago, and it didn't work.

The game assigns a PV to a player's character, not just their username (or else people would have issues with their cars getting moved from character to character by accident)

 

In Story Mode (but PS3, back in 2013) I was able to move a car from Trevor's ownership to Franklin's, but it wasn't easy to keep switching characters and keep the vehicle in sight with every swap. If I called Trever as Franklin he wouldn't pick up or agree to do stuff for a while after that.
