Anyways, as Menant dude here said, you need to complete the assets for the Film Studio on Prawn Island. After completing that mission Dildo Dodo, the skimmer will be permanently parked next to the small dock on the west side of the studio. It's there and ONLY there, not anywhere else, nor can you get it earlier. You can get to it by going through the small door near the outdoor boat set (northwest corner of the studio grounds), or by going around the outer corner of the studio wall. Note: You need to complete the first mission (I think) @ the Vercetti mansion to be able to purchase the Film Studio, Printworks, Cherry Poppers, etc... Complete 1st mission for Interglobal Film Studio: "Recruitment Drive" 5. Complete 2nd mission for Interglobal Film Studio: "Dildo Dodo" 6. Go through door in the northwest corner of Interglobal Film Studio--there is a packer and a wind machine back here. 7. Skimmer should be sitting out next to a dock.
