She could've given Luis missions too maybe. I don't know, when she was kidnapped it didn't seem suspenseful. Luis didn't really seem to care. When Roman is kidnapped in vanilla though, you have to stop everything you're doing and go rescue him. There's urgency, there's suspense, with Gracie though...not so much. Why is that? Why did they make her annoying like she was in GTAIV? She's the same person, but she's with different people. I expected her to be nice and friendly with Luis during TBOGT since they knew each other personally, not annoying and whiney as if she was being kidnapped again...
