You do need in ps3. You haven't been playing for very long, right?

 

It's easy to win against randoms, if you are half good, just race normally.

That how it was. But I think its no longer the case anymore.

 

I'm not sure TBH. I quit racing in GTAonline for more than a year now.

Car performance upgrades such as turbos and engine mods have been rank unlockable since low riders update

Yes, ranks do unlock things but you still need to do rally races for paints and such. I'm also unsure as I'm now on the Xbox One and unsure if it's the same for last-gen.
