I'm completely confused

So I have constant stuttering/fps drops while playing in the city (there are stable 60 outside of). The problem is that it happens at my native 768p as well as at 2.0x DSR. I did three tests, all of them with everything turned off or normal (except textures and shaders which are high): 768p with MSAA off, 768p with MSAA 2x and downsampled 1080p with MSAA off. Guess what? Absolutely the same f*cking results. When I say "test" I mean benchmark + 2-3 mins of playing. So FPS are mostly 60 but always stuttering to 56-58 and sometimes drop to 50 or even 40. Like I just said, it doesn't depends on any settings. Furthermore, it doesn't depends on a VIDEOCARD I use. Because I:

 

1. Replaced my 660 2 GB with 960 4 GB (guess what? same fps, same problem)

2. Thinking that the problem might be in fact that I have an illegal copy (perfectly working, but outdated, 350.1 patch of April, 2015) bought the game just some hours ago and updated it to the latest patch. Didn't help - same goddamn fps drops.

 

I have i5 3470 and 8 GB RAM, any other games run great so I'm confused, because:

 

1. I can't enjoy this f*cking game even on the lowest settings even at goddamn 768p.

2. Many tests say that it should run great on much better settings than my!! Example:

1080p, high, 83 fps avg, 1% 64 fps. I know, there is i7, but it's just one of many examples.

3. ALL tests say that 960 4 GB is much better for this game than 660 2 GB (15-25 fps difference) but like I wrote above, there is absolutely no difference for me. After unsuccesful 960 try I put my old 660 back and got absolutely the same performance.

 

I just gotta say I have similar stuttering when watch youtube videos or browsing most of the websites (including GTAF). But any other games run without any lags, I can watch any movie without it too, no matter what quality and size does it have. So my friend assumes I have to reinstall my OS. Or maybe it's okay for i5+960 4GB?? But why this damn lags don't depend on anything and there is no difference between 660 and 960 for me?

I've reinstalled my Windows, all web bugs are gone, but the game is still unplayable at low settings. Going to return this unoptimized bullsh*t.
