I was too. I tried them all, and noticed absolutely no difference. I even tried directly modifying the settings.xml file with no such luck. In thinking about what could be the cause, I thought "what if the amount of props from the maps I have is causing the peds and traffic to not appear?". I removed my maps (map editor), and *PRESTO* A noticeable difference right away!!
