While loading up GTA Online, I went to go get some food. When I come back, I see this Artwork I have never seen ever before in my life:

What'ya think? Something new? I never saw this through anything. Looked it up, found absolutely nothing on it.

EDIT: Just noticed. Is that red Jacket anywhere in the game?

Question is, Why doesn't it appear normally on the PS4 and Xbox One? (My game was severely lagging, so this and a bunch of others appeared more than usual) Does it appear according to this, but it's just rare? And, most importantly, What was this Artwork made for? (Don't be a Smarta**)
