They can be found on the south side of the second island by the docks, or one is at the STUDIOS. Get 5 stars, make sure the FBI Ranchers are on your assss. They go crazy, don't they, the FBI Ranchers...if you're near water it's great when they're around...more than likely, they'll shoot straight in the sea.
