You can try C#. Something more easy to learn would be vb.net. Or if you want something more complicated you can use C++

Since you want to make callouts for LSPDFR, you should learn either c# or VB.Net. Because these are the two languages supported be RPH.

Never learn Lua. Lua is Bullsh*t.

Learn either Java (nearly equal to C#, but not useful for GTA modding), C# or C++.

JavaScript is equal to C# I think. And Lua is more or less like VB.Net but never learned it. And VB.Net should be fairly easy JulioNIB uses it.

Not likely, if you've heard of the story of NTAuthority, who got banned for making mods and can't even play single player. He even bought 4 copies of the game but nothing. It was an old topic so I don't know the link.
