Does armor affect speed / handling in any way?

The armor you put on in LSC --> no

 

Armored cars like the Kuruma or the V12 do have worse driving stats than their unarmored counterparts

Not in any way. If anything makes driving easier because it takes more damage to get to the point of undrivability.

However armored versions of cars are generally poorer in speed and turning radius
