Moving Day Award Bugged?

So is the Moving Day Platinum Award bugged? (at least on PC?)

 

I've gone from garages to apartments. From low end to midrange. From no property to a 3rd, 4th, 5th etc, No progress toward even the Bronze level.

Mine has stayed at 2/5 ever since I upgraded to Xbox One it should be at at least 5 since since I have traded my cheapest stilt house for a more expensive one and traded my airport garage for a house in Paleto Bay and traded my Del Pero apartment for Alta Street.

the award have been bugged pretty much since the newgen release...

 

works just fine on ps3/360.
