Got this from Rockstar support today in response to me asking them if there was any way I could get the shirt...

It was part of the awarded shirts from heists, it even appears in the official debut. The award never made it.

maybe they had planned on allowing to leader to split the cut after the heist is done, allowing him to f*ck the crew taking 100% for himself.
