GTA V weird cutscene problem

Why do my cutscenes look all blurry and weird? The game looks nice otherwise, but the cutscenes are terrible for some reason. Does anyone know why?

My graphics card is Nvidia Geforce GTX760 2GB vRAM, if it helps.

I tried to, but the cutscenes still look the same unfortunately.

Well,isn't possible remove the bloom,i tested with everything on low and the game still blurry

I had played the game at my friend's place and the cutscenes didn't look that blurry + the whole graphics on my PC looks terrible during cutscenes. Just take a look at the people in the first picture. Everything looks terrible and I don't think it's supposed to look like this.

I know reviving 4 year old topics ain't cool but I find this important...some people might still be having this issue.
