Creating and importing new maps and areas into GTA V

I'm relatively new to modding but have a keen interest in making stuff of my own for games. GTA 4 had tons of map mods that created loads of new play space for you to mess about in, and I wanted to create something of my own, but unfortunately I'm not educated on the technical side of things, though I know what I'm at with the 3D modelling side of things as I use 3ds max for college. If anyone with the know how was to be kind enough to help me out with the technical stuff, like importing the files into the game, I'd really appreciate it
