Yes. It's not a DLC, it's a tunable. It's always in the game and will be activated by Rockstar at the time of their choosing.

You serious? Let me explain what a tunable is. It's an "update" that is always in the game, it activates when ever the devs feel like it. It's sort of like releasing an update, then that update takes up a small amount of memory in your hard drive then is later taken back out.

p.s. I'm suprised so many people still play this on last gen. Will all the dlc's that have been skipped over on you guys, it seems to me like it would feel like an incomplete experience by now. Don't mean to sound like a dick or anything, just thinking out loud. I had to quit playing for a while until I was able to upgrade. Couldn't stand reading about all the sh*t I was missing anymore. Just made coming back to the game when I was able to after a few months that much sweeter.
