Armoured version is an awesome practical freeroam vehicle. Practical is the main word - after balancing it and painting in pearl steel grey or, say, pure black (custom) you can just safely enough go from point A to point B at a pace or race quite fast - whichever you choose.

 

Standard version is more style because balancing its oversteering kinda ruins the looks. Terrific speed and all the grace you can get. Especially with a proper colour. Controlling it at high speeds can be problematic, especially in case of oversteer at 30 fps on keyboard.

Just excuses to add more useless vehicles into the game, so people buy more stuff, which then results in more shark card sales.

 

There was no need to add 4 different variations of 1 car that already exists in the game, but they did that to give a reason for people to buy more stuff.

They paid people to spend time creating a fat slow version of a great car. If it were a luxury variant with champagne in the back, then it might make a little more sense.
