Can't continue because Maude isn't working

when i play as trevor and i can't switch characters near the beginning of the story, i walk up to maude for the first time and she doesn't do anything. is there a trigger i missed or something? that is the only mission icon on the map so as far as i know i can't continue with the story until i complete at least the first mission for her.
