Color dots on clothes and flickering ground

Greetings!

 

I have these small dots of colors all over my clothes.

I'm not sure how to fix it. My graphics drivers are up to date. I also have a problem with flickering ground but that isn't even nearly as disturbing as the color clutters on my clothes.

 

Please help.

I'm assuming you're on PC. Can you please compare your specs with this article?

Lastly, contact Rockstar Support here if your Computer specs are same/better than the recommended specs.

 

This looks like a problem with the game itself. Is this the Steam or non-steam version?
