Yeah in the UK for us it's usually updated after 10 so in about an hour and 50 mins.

You are not downloading 10GBS of DLC. This DLC is much smaller than what appears on the download screen. However much data you are downloading is adding to all the GTAV dlcs you have downloaded since day 1. So nobody freak out when you see 10GBs. (*10 GBs is just random number. It may only be 9GBs)
