This vehicle cannot be modified?

Is anyone coming across this bug, when it says this vehicle cannot be modified this is mainly happening to vehicles that have patriot tire smoke on them. I'm currently experiencing this bug on my adder,zenterno & entity xf which all have patriot tire smoke never dupped. Find a new session has been the only fix for it so far, but then a hour later it will start to occur again. Has anyone else experienced this with personal vehicles that have patriot tire smoke.
