Coder needed for simple script

I have spent the last month trying to bluff my way through coding with very little experience.. I have realised now it is something I cannot achieve with my limited knowledge.

Therefore I am looking for an experienced coder to help me out. I understand it takes time, and so I appreciate your time and experience, and will give a pay-pal gift of an agreed amount.

I have been using a mod that does exactly what I need, unfortunately with recent GTA V updates it does not work correctly any more and the author has not responded for some time.

Ok, so this is what I will need: Activated with F6 key (message displayed, Mod enabled/disabled)

Player options

Police ignore player
Everyone ignore player
Clear wanted level
Gangs can't hassle player
Police ignore player
Player can't be dragged out of cars
Player can't attack pedestrians


Pedestrian Options

Pedestrians don't attack player / no weapons
Pedestrians can't be hit / killed
Pedestrians can't be targeted
Pedestrians can be dragged out of cars
Pedestrians are invincible i.e... hit with cars but get back up


Audio

Player, disable speech
Pedestrian disable pain audio
Pedestrian disable speech

No ambient speech for pedestrians at all

Radio

Ability to select which stations are playable (disable certain channels)

Blood

Removal of all blood if possible.

If you can help me with this, please PM me and I will explain further what exactly I am trying to achieve, which is probably obvious
