The cleaning up is part of the Custom option, which requires you to pay bunch of hundred thousand bucks before having the option available. Same goes to Buccaneer. Unless you pay extra, you won't have the option to make it topless. That's pretty much why I pulled out of his garage. I don't want to pay $380,000++ just to make my Buccaneer topless. That's the price you pay to make the car moddable... That said, the mods are on some next level sh*t. The level of detail is actually very impressive; especially for a game like this.
