Yes the update will come out at (But probably an hour or so earlier):

 

America - 6am EDT (i'm assuming it will come out at New York time)

Australia - 8pm EST (9pm EDT)

UK - 11am GMT

Going by the leaks, fixes to the map (glitches etc)

Possible fixes for PC (MSAA's treatment on grass etc)

Patches for known gameplay glitches/exploits (Passive mode with guns, money glitches etc)

for the Aussie's that live in South Australia and Northern Territory, the DLC's have mainly dropped between 7pm - 8pm. The time zone here doesn't change as we don't get day light saving's like the rest of the other states in Australia. Heist's was one exception I can think of that actually released earlier than the usual 7pm - 8pm time.
