Very rarely a persons voice will come through my TV speakers but generally yes you need headphones to hear people

You can change the settings to make it so voice chat comes though your TV....

 

You can find this in the "Settings/Options" in the pause menu online.

Better handling and cornering when making turns. It's harder to flip the car also. Off-road wise, It keeps your car from bouncing all over the place when on rocky roads or terrain.

Either you don't have enough to cover the charge or the game thought it was an accident

I think it's a bug related to one of the 'fixes' Rockstar made last patch, so that you don't have to pay the insurance when another play dumps your PV into the ocean (to combat 'Cargobobbing'; the act of attaching a PV to the hook and dropping it into the water so the owner has to pay insurance).

 

It doesn't happen all the time though.

Ive read that its level 15, it seems to glitch and not unlock for some people though

 

My #2 character always had it -- I mean, I'm not sure exactly what rank I was when 1.15 came along, but it was definitely less than 15 because I was working towards rank 11 to unlock crate drops. So maybe Blind Eye unlocks at rank 10 say, but I just assumed it was open immediately (well, as soon as you meet Lester anyway), just like the DLC vehicle mods.

i want to have a second go at the character creator, but i can't afford to lose my second character.
please tell me there is a way...

EDIT: if i wasn't clear- i want to change the facial features of my first character without having to lose my second.

If you want to change your main char appearance you'll have to sacrifice your second character.

I'm torn: for my second character, should I get a Buzzard or a Monster Truck?

 

Buzzard would help out with Missions and free roam things like assassinations and crate drop hunting.

 

Monster Truck is soon to not be available. Though if I really wanted to use it, I could just swap characters to my 1st character.

 

Thoughts?
