Vice City running without weapon.dat file?

Hi guys i have a problem . i start to mod my gta vc and i made few changes to weapon.dat file . in beginning everything was ok but soon i mod a first weapon it didn`t read my modified weapon dat file anymore but started read original file somewere else location please help meh.. (sorry for my bad english my home language is not english hope you understand. )
Edit:
i forgot that mention . i removed the weapon.dat file from data folder and my game still works ? i`ve tried reinstall game and still that problem cripple

Do you have a folder at C:\Users\\AppData\Local\VirtualStore containing a Vice City folder?

I do not have this folder and it is difficult for installing the game
