'Distract Police'/'Destroy Vehicle' Locked?

I was just scrolling through my stats and decided to take a look at my unlocks, when I noticed the only two locked items were these two activities. It says on the game that you need to be rank 15 for these to unlock, and my rank is 144. Is there any reason why this is happening? Hopefully someone had the same problem and fixed it, because so far I haven't found anyone that can relate to this.

 

I'm playing on PS4 and I transferred my character over from Xbox 360 about 3-4 weeks ago if that should make any difference.
