When they said that they were going big at E3, I really think they wanted to show Red Dead 3 but decided not to with Sony at the last minute because of the Orlando shooting. Also, apparently the trailer had a similar situation, with a guy going in a building and killing innocent people. If Sony and Rockstar showed Red Dead 3, people would have criticized them a lot.

They did the same thing last year with XCOM 2 most of T2's presence at E3 is just a 2k booth and speaking to gaming news sites like IGN and gamespot about 2k titles.

Ever since that big way statement was made, Mafia 3 has really been doing it in a big way

Mafia III IS at E3. Just because the game wasn't shown at one the console press conferences doesn't mean they aren't there. Being at E3 means that the game will be shown to the gaming press at the event, since technically, these press conferences are pre-E3 events. Today is day 1 of E3. They even have a giant Mafia III billboard plastered at the side of the convention center. I'm not entirely sure but I think that's what Zelnick meant, for the fans anyway.

 

I believe Rockstar are there to show a closed door tech demo for their next game to Sony and Microsoft, and not to the press or the public. IIRC they did that with Red Dead Redemption and some of the gaming press at the time did mention they heard something about a Rockstar western but didn't know much about it. This was years before RDR was released so most gaming journalists didn't care too much since they didn't see anything.

 

Probably the last hope for a single-player GTA V DLC would be when Rockstar announce their last update for GTAO, whenever that is. I hope it will be a map expansion that drops alongside the SP DLC, but I wouldn't hold my breath.
