Where to find Hakuchou

I have GTA V on the PS4 and I cannot find a Hakuchou. It appears to be very rare. I did find one round the corner from the oriental theatre but when I parked it to purchase Downtown Cab Co. it had vanished and never appeared in the vehicle impound. It's never reappeared at the location where I originally found it. Does anyone have a reliable method of obtaining one? The relevant Wikia page suggests the area surrounding Floyd's apartment but I've driven up and down there many times with no sight of it.
