Flickering with Vehlicle Damage and Water

So recently I've noticed a issue with GTA V PC I have 2x SLI'd 970 and 1 970 running PhysX Usaully this flickering is because of a nvidia driver but seeing if anyone else had this problem and fixed it but,

the issue is reall simple there is a graphical issue with the game I see alot of flickering going on car damages and water and rain fall (can see rain for a brief second inside building). Not sure if this is GTA or a Driver or a re-accuring bug!

 

Any info on fixes please reply!
