You could use 3ds max(with kams scripts) or some scripts similar to this.

I have a desire to further develop this modification. The last version I have is SAxVCxLC_build0.85_unofficial. But I don't know how many versions it was later. I also follow the topic of GTA Underground but that mod is too huge for me.

I don't know yet what was done in the last version, but you definitely have to do:

- add all vehicles from VC and LC,

- add all peds from VC and LC,

- add all weapons from VC and LC,

- improve the maps (e.g. many missing collisions),

- add radio stations from LC and VC (I've already done but not yet published),

- fix some smaller bugs.

 

I just want this modification to be complete. That it contain everything from LC and VC, except for the mission.

Why bother with VC/III vehicles? Just fix the map and leave it as it is.

Radio stations are already done. There was a script done by ZAZ.

Go for it anyone is welcome to contribute! :) The best and most stable version of the mod is probably whatever @chaosbginwenrealityend currently has installed. He fixed a bunch of bugs and posted the fixes on here. A couple of months back I started to put his fixes in the main build but lost motivation.. My current working build has majority oh his fixes as well as a smaller map size(vc and lc are closer) version which is only loaded by the custom MTA build which works with the mod. I'll see if I can find some time over the coming days to package everything and release.

I was also never very happy with the LC map conversion used in SAxVCxLC so it might be worth while trying to replace the current map with OpenLiberty by @nWo51289.

I would recommend adding these as extra addons, as I agree that it wouldn't make sense without LCS and VCS maps, but its up to you!

If you want my personal opinion, I think some of those features are a tad going too far. The core of this mod is that it's a good base for your own TC's. I'd first focus on fixing up bugs in the maps and then head on to the bigger stuff.

 

1. The vehicles are a good idea, but please, keep them in line with the original III/VC variants sound/handling-wise. When you're doing that, you can add LCS/VCS variants as second vehicles maybe.

2. I'm okay with adding peds but it's a really big number. It may cause nasty side-effects. Also no idea what you're going to do with pedgrps. One more thing, I hope you are not going to add LC/VC gangs. The time period of the mod is not confirmed and it's a bit too heavy I think.

3. This may also cause some unwanted side-effects. Be careful when trying to add those.

4. Yes, you should start with map improvements and the small bug fixes. This is the most important thing atm I think and improving stability.

5. Radio stations are very heavy. In any case I think you should make them just optional so they are not needed to play.

 

As a possible suggestion, if you want those ideas to be implemented nicely, perhaps areas in LC could be replaced with LCS equivalents? It would make some more sense considering SA is set in 1992. But as I said, I think some stuff should be implemented later, some people would probably only want the additional maps with paths so they can build their own mods on it. Just my 2 cents :)

1. Can this mod compatible with Modloader, Cleo or ENB? 

2.Have all 3 map been fixed error and bug?

3.If I replace a ped or vehicles in gta3 after the installation, will it crash the game?

4.Can you give more detail about how to install the mod?

I think map, bug fixes are definetely needed.

1. Modloader and Cleo are definetely supported. I did not tried ENB, but I assume it should work as well.

2. Not really. There are some missing collisions, improper textures and too bright textures at night (seabed).

Thank you for creating this mod: 3, now I can make a mod apart from the twin towers (WTC) for this mod, including other buildings, and a question, why is the Liberty City rendering a bit slow, if everything is the maximum? , to solve it you need another mod?

Someone said LC is poorly ported and it needs to be redone.

Ok, now I understand why Vice City does not happen the same, I think that with a mod to improve the distance drawn in San Andreas improves a bit, but in any case sometimes it is seen that the city floats

It's ugh... In your gta3.img one of the pedestrian models has it's .col but the game have 1 specific col file for every ped. So, limit adjuster just admits that this model have 2 collision files. You can ignore it and play with this by clicking on OK button... 

 

Or it's building (maybe your WTC 3 mod) problem. Check out if you have 2 col files for one building or if you already set up collision in 3ds max and then dunno why added another collision file for the same building.

I added all vehicles from GTA III and VC. Now I am working on improving zones in mod.
