It's in the bushes near the lighthouse, Ocean Beach. That's just a PCJ 600, taken into Photoshop and lengthened, then he made the name different below. I thought they were just there so you could take them once you got level 100 on the ambulance missions and accessed Darkel and then went out with Candy to Carcer City where you found the PCJ-700!
