CAN'T SKIP TUTORIAL

I can't skip the tutorial. I've made three characters and still can't skip . I don't know why this is happening. I don't know how to fix this.

There is no 'Fix"

You must complete the Tutorial to the story mode and to the Online mode at least once per user Name, once you have completed the Online Tutorial using your main Character, you will get an option to Skip the tutorial the first time you switch to your second character

If this is your first GTA V Online account you can't skip the tutorial you can only skip it after you have completed it the first time.
