Check the key bindings in the settings by pressing ESC, then go to SETTINGS, KEY BINDINGS, and look through the controls. You may have altered the key by mistake. It is set to spacebar but doesnt shoot, also there is no hud for the guns like in the tank there are no lines on the screen, it is just blank and doesnt shoot. If you have the steam version of the game, you may want to try verifying the game integrity. Right click the game in your steam library, then click on properties, local game files, verify game integrity. If not, I hate to say it, you'll probably have to reinstall it. Nah there is also a solution for the R* Version: For the standalone, Rockstar Warehouse version: Hit "Start", "Run", and type "cmd" without the quotes. Hit enter. Type "cd c:\Program Files\Rockstar Games\Grand Theft Auto V" without the quotes in the cmd window that pops up. Hit enter. Note: If you’ve installed the game to a different directory, enter that directory instead. Type "GTAVLauncher.exe -verify" in this window (no quotes again) and hit enter.
